The Community Services Initiative Program (CSI) endeavors to reduce residential placements for youth and to increase family stability in Frederick County. The program provides services that are family driven, youth guided, culturally competent, strengths-based, and that encourage interagency collaboration. Intensive wrap-around services are provided for a two year period pending availability of State funds and services needed for the child.
A child must be at risk for out of home placement and facing placement in a residential treatment center in order to qualify for services. The child should also be connected with a psychiatrist who can confirm the need for intensive services.
Referrals can be made to the Local Coordinating Council (LCC) by a child-serving agency, therapist, or the family. The referring source and family have to agree that the child would be served appropriately in the child's community with additional supports. Each case that is referred will be reviewed confidentially by members of the LCC to determine the appropriate level of services. The CSI Program Manager can be contacted for further information regarding the referral process.

This Facility-based Respite Program takes place in an 8-bed home-like environment where youth with emotional and behavioral disabilities ages 11-17 stay overnight for varying lengths of time. Length of stay is pre-determined based on the unique needs of each family. The Program is intended to give families a break from caring for the complex needs of their youth and reduce the overall stress level in the family home to avoid more intensive placements for the youth. While the youth are in the Program, they have fun while learning positive skills that may help them more effectively manage their challenges during everyday life. The In-Home Respite Program is available to youth ages 11-17 and offers families a more individualized option. Services take place in the community, based on the family's needs, and can last up to 6 hours.
Youth aged 11 - 17 with emotional and behavioral disabilities are qualified for this Program.
